Does the EP-1822 come with a cap, rotor, and coil?

No additional ignition components are required for installation.
Does the Cadillac 4.1L use the same HEI distributor as the larger Cadillac 472 and 500?
No. The Cadillac 4.1L (250 CID) introduced in 1977 is a different engine from the larger Cadillac 472 and 500 CID V8 engines used in earlier models.
